.Thank you ' for your. response of September 25, 1989, to our concerns-regarding Revision '11 'to the Vogtle Steam Electric Plant Emergency Plan which were transmitted to you on August 13, 1989.
-Based on your written response, Region II continued to have several concerns related to the changes made to Section 0, Item 0.1. Training.
Further
. discussions between J. Roberts of your staff and-A. Boland of Region II on November 3 and 16.1989, resulted in the following commitment.
Effective
.imediately, Vogtle will discontinue crediting managers for annual Emergency
. Plan requalification training when they participate in an integrated drill, and the. training requirements of Section 0, Revision 10 will be fully reinstated for all managers. As an exception,-the General Manager will be allowed to take credit for annual requalification training by participation in an integrated drill.
This exception is noted due to this position's significant involvement in emergency planning activities (i.e., approval of Emergency Plan and Procedure changes, and approval of exercise critique corrective actions).
The Emergency Plan changes resulting from this commitment will be incorporated into the next routine revision to the Emergency Plan which is planned to be l
submitted to the NRC during March 1990.
