Dear Mr. Russell:

On Friday, October 13, 1989, UNC Naval Products learned f

through the news media that AKO Inc, had been charged by the State of Connecticut, Department of Consumer Protection, Weights and Measures Division with using uncertified weights to calibrate tools used at the Northeast Utilities Nuclear Power Plants.

The alleged improper use of the weights and falsification of certification documents was discovered by i

l Northeast Utilities during a routine audit, and wasjreferred

l to Consumer Protection officials in July of 1989'.

i The Norwich Bulletin, a local newspaper, carried the story l,

on Saturday, October 14, 1989, and quoted the Northeast L

Utilities spokesman as saying that the U.S. Regulatory i

Commission had been notified of this incident, j

l AKO calibrates scales and weights which are used by UNC to assure variods torque and weight measurements on critical nuclear components which we manufacture for the United States Government.

While UNC has completed its own review of this incident and has concluded that the effect is not significant, there was clearly a potential for major product quality and/or cost and schedule ramifications from this situation.
