The NRC has continued to review the.situationt involving AKO,-Inc., since we were notified by Northeast Utilities in July,1989. We have determined that Northeast Utilities considered reporting this incident _under the provisions of g

10 CFR Part 21 but did not because of the low identified safety significance.

The NRC did not prepare an Information Notice because of the low safety significance and our ongoing review. Once our review is complete, we will consider whether an Information Notice'is appropriate, p

'We agree that more timely notification (e.g., telephone) may have-been L

appropriate in this-case, to you and other potentially affected licensees. We will" review the NRC policies and determine if they are appropriate for handling these types of situations.

Specifically, we will consider identifying the issues that may be of significant interest to materials licensees, including fuel facilities. These issues will be considered when reviewing in'cidents for possible generic interest and accelerated ~ notification of NRC Licensees.
