(NRC INSPECTION REPORT NOS. 50-321/89-22 AND 50-366/89-22)
The Nuclear Regulatory Commission (NRC) Systematic Assessment of Licensee
Performance (SALP) Board has completed its periodic evaluation of your Hatch
' facility.for the period July 1,1988, through September 30. 1989. The results
of this evaluation are- documented in the enclosed SALP Report.
This report:
will be discussed with you at a public meeting to be held at your Hatch
facility in Baxley Georgia, on December 13. 1989, at 11:00 a.m.
- The performance of your Hatch facility was evaluated in the functional areas of
plant operations, radiological controls, maintenance / surveillance. emergency
preparedness, security and safeguards, engineering / technical support, and

safety assessment / quality verification.
Although the functional areas
,
evaluated during this assessment period are not identical to those evaluated in
I
the previous period, a close _ correlation can be made for identifying changes in
. performance,

This L assessment clearly indicates overall . performance has substantially
'
i
improved.
During this SALP period, the Hatch facility has shown an improving
l
Ltrend- in the areas of security and safeguards and engineering / technical
support; and has substantially improved the level of performance in the areas
of. plant operations
maintenance / surveillance, emergency preparedness, and
safety-~ assessment / quality verification.
The level of performance in the area
of. radiological controls remained the same as the previous SALP period.
-
Management attention and involvement have been evident throughout the
assessment period.
Your staff should be commended for their superior performance in a majority of
the SALP functional areas.
It will be a continuing challenge to maintain and
improve upon this level of performance.
With regard to improvements, the NRC
staff has specifically recommended that you provide increased attention in the
'
area of control of special processes with particular emphasis on technical
,
oversight of contractor performance in the welding and NDE areas.
