Enforcement Discretion on the "0" Diesel Generator Operability Requirements - Zion Station, Unit 2 We have reviewed your letter of November 28, 1989, which documents your verbal request that the NRC exercise discretionary enforcement from the requirements of Zion Station, Unit 2, Technical Specification (TS) 3.15.2.C regarding the j

"0" Diesel Generator operability. A copy of your letter is enclosed for your reference.

On Wednesday, November 22, 1989, Unit 2 was operating at power when the *0" Diesel Generator was declared inoperable. This condition placed the unit on a seven day time clock as required by the action statement in TS 3.15.2.0, Limiting Condition for Operation. This action statement time clock was due i

to expire at.7:15 a.m. on November 29, 1989, requiring the unit to be placed in a Hot Shutdown condition.

We have reviewed the basis for your request for an eight hour extension to the l

, seven day time clock in order to perform the required TS operability run and a i

post run evaluation for the *0" Diesel Generator. We understand that should the diesel generator fail the maintenance test or the operability run, Unit 2 will be in Hot Shutdown by 3:15 p.m. November 29, 1989.
