Dear Senator Bentsen:

I am responding to your letter of October 31, 1989 in which you forwarded a letter from Ms. Harriet Irby of Pantego, Texas. Ms. Irby's letter raised a

concerns regarding improper pipefitting at Comanche Peak and also about the impact on utility rates. As stated in nly letter of November 9,1989 to you in response.to Ms. Irby's first letter, her concerns about the utility rates are

- not within the NRC's statutory jurisdiction or authority.

Ms. Irby stated that a master plumber informed her that ferrous materials had L

been fastened to non-ferrous materials at Comanche Peak, a practice that could result in electrolysis or galvanic corrosion. Her statement did not specify which systems or components were involved. The NRC staff reviewed TU Electric's J

general requirements for the major disciplines involving electrical, instru-mentation, and mechanical systems. Based on the programmatic reviews and inspections of related activities, the NRC staff determined that TU Electric

-hr.s instituted adequate programmatic controls and has implemented acceptable measures to address the potential effects of galvanic corrosion. TV Electric has made provisions in their controlling design specifications to maintain appropriate configuration control of components and systems to preclude the joining of dissimilar metals that are susceptible to galvanic corrosion or erosion. For specific instances in which exceptions to the specification were identified, TU Electric's program required documented engineering justi-fication. The NRC staff found that these measures are in agreement with o

industry standards and guidelines for the joining of dissimilar metals.

Ms. Irby also stated that " employees of the NRC are publically stating that Comanche Peak will be licensed to operate no matter what." To ray knowledge, no NRC employee has made such a public statement. Our decision to license the l

Comanche Peak facility will be based on a demonstration that there is reasonable l

assurance that operating the facility will not endanger the health and safety

-of.the public.
