This letter refers to the routine safeguards inspection conducted by Messrs.
W.'T. Olsen and T.,W. Dexter of this office on September 25-29, 1989, of
activities authorized by NRC License No. DPR-28 and to the discussions of our
findings held by Mr. Dexter with Mr. Pagodin and other members of your staff

'at.the conclusion of the inspection.

Areas' examined during this. inspection are described in the NRC Region I
i
]nspection Report which is enclosed with this letter. Within these areas, the
inspection consisted of selective examinations of procedures and represertative
'
-records, interviews with personnel, and observations by the inspector.

Based upon. the results of this inspection, one of your activities was found to
violate the~NRC's requirements. However, because the violation was of minor
,
significance (Severity Level V), it was-an isolated case and immediate
corrective action was taken, we are exercising enforcement discretion, as
.
provided by 10.CFR 2, Appendix C,Section V. A.
Therefore, a Notice of

. Violation will not be issued and no response to this letter is required.

Sections.of the enclosed inspection report contain details of your security
"
program that have been' determined to be exempt from public disclosure in
accordance with 10 CFR 73.21 (Safeguards Information).
Therefore, they will
-not be placed in the NRC Public Document Room and will receive limited
distribution. This letter and the remainder of the inspection report will be
placed in the Public Document Room, in accordance with 10 CFR 2.790(a).
