This refers to the routine safeguards inspection conducted by Mr. G. L. Pirtle

of this-office'between October 16-31, 1989, of activities at theLClinton Power

~ Station' authorized by NRC Operating License No. NPF-62.and to the discussion

iof our. findings with Mr. L G. Cook and.other members of your staff at the

conclusion of the onsite inspection.

The. enclosed copy of our inspection report identifies areas examined during-

the inspection. .Within these areas, the inspection consisted of a selective

examination of. procedures- and representative records, observations, and

? interviews with personnel..

.No violations of NRC requirements were identified during the course of this

Linspection. However, programatic weaknesses were noted in reference to Quality

C

. Assurance auditing of.a. personnel security-screening account, and a lack of

' adequate. review and monitoring of completed personnel security screening files

by thejPersonnel Screening Department. These weaknesses are described in

Section 6'of the Report Details. You are requested to advise us,'within

,

thirty days :after receipt of this letter, of actions taken to ensure adeqiiate

~

management controls are implemented to resolve the weaknesses.

- Some areas' examined during this inspection concern a subject matter which

is exempt from disclosure according.to Part 73, Title 10, Code of Federal

'

~ Regulations,Section73.21(c)(2). This information must be handled and

' protected in'accordance with the provisions of 10 CFR 73.21.
