This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by
'
G. F. Maxwell on September 11 - October 10,1989.
The inspection' included a
'
review of activities authorized for your Farley facility. At the conclusion of
u
the inspection, the. findings were discussed with those members of your staff
i
identified in the enclosed inspection report.
,
Areas examined during the inspection are identified.in the report,
Within
,
.these areas, the inspection consisted of selective examinations of pitcedures
!
and representative records, interviews with personnel, and observation of
activities in progress.-
The inspection findings indicate that certain activities appeared to violate
NRC requirements.
The violation, references to pertinent requirements, and
-
elements to be included in your response are described in the enclosed Notice
i
of Violation.
One additional apparent violation, also described in the
,
enclosed inspection report., is under consideration for escalated enforcement
action.
Accordingly, it is not included in the Notice of Violation and no
i
response to this finding is required.
However, please be advised that the
'
characterization of the apparent violation described in the enclosed inspection
report may change as a result of further NRC review. An enforcement conference
to discuss this apparent tiolation has been scheduled for November 15, 1989.

Youwill be advised by ~ separate correspondence of the results of our

deliberations on this matter.
Your attention is invited to unresolved items identified in the inspection
' report. These matters will be pursued during future inspections.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2
