FACILITY OPERATING LICENSE I

The U.S. Nuclear Regulatory Comission (Comission) has issued Amendment l

No. 40 to Facility Operating License No. DPR-21 issued to Northeast Nuclear Energy Company (the licensee), which revised the Technical Specifications for f

operation of the Millstone Nuclear Power Station, Unit No.1, located in New Londen County, Connecticut. The amendment is effective as of the date of issuance.

The amendment modified the Technical Specifications to add the maximum number of sper.t fuel assenblies that can be stored in the spent fuel pool.

I This liniit reflects the expanded capacity of the spent fuel pool.

The application for the amendment complies with the st6ndards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Comission has made appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.
