' Wisconsin' Electric Power Company (WEPCO) responded to NRC Bulletin 88-09, by letters dated October 26, 1988 and December 2, 1988.-
7 Based on our review of your responses, we conclude that the actions a l taken by WEPCO fully respond to the issues identified in the bulletin and are acceptable.
In your responses, you confirmed that a thimble tube thinning inspection program has been implemented for the Point Beach Nuclear Plant. Corrective action consists of capping any thimble tube if cumulative wall loss is predicted to exceed 60 percent before the 4
next inspection.
In order to prolong the life of the thimble-t@e, you indicated that the tube may be repositioned to move the degraded portion of the tube into an area where fretting is not occurring.. Further, you committed to perform future inspections with the time interval between inspections to be determined by the difference between the maximum permissible wall loss and the observed wall loss, divided by the observed wear rate.
.WEPC0 has met the criteria specified in Bulletin 88-09 and has
' reported the results of the inspections in the submittals noted above. Therefore we consider actions relative to Bulletin 88-09 I
