This refers to the routine safety inspection conducted by Mr. Joseph M. Ulie of
,_
this office on October 16-20 and November 15, 1989, of activities at the Quad
+
Cities Nuclear Power Station, Units 1 and 2, authorized by NRC Operating
Licenses No. DPR 29 and No. DPR-30, and to the discussion of our findings with
Mr. G; Sped 1 at the conclusion of the inspection. The purpose of this
inspection was to review the implementation of the licensee's fire protection
+
program.
The enclosed copy of our inspection re) ort identifies areas examined during
~the inspection. Within these areas, tie inspection consisted of a selective
,
examination of procedures and representative records, observations, and
interviews'with personnel.
During this inspection, certain of your activities appeared to be in violation
of NRC requirements, as described in the enclosed Notice. A written response
-
is required. With-regard to this violation, we are concerned with the numerous
deficiencies identified in your fire protection administrative control program
regarding housekeeping and flammable and combustible materials. We recognize
- , ~ ~
that a recent fire protection assessment conducted by your staff recommended
improvements in your capability of tracking transient combustibles. We also
understand that you plan to implement these recommendations in the near future.
'However, more than 1 month had elapsed between your assessment and our
inspection which identified numerous continuing deficiencies in this area.
Therefore, we request that your response to the violation include a timetable

along with the actions planned to correct the deficiencies.
