This refers to the routine safety inspection conducted by Messrs. R. L. Nelson,

J. S. Stewart, and P. I. Castleman, of this office during the period from

September 16 through November 4,1989, of activities at Kewaunee Nuclear Power
i
Plant authorized by NRC Operating License No. DPR-43 and to the discussion of
-
our findings with Mr. M. L. Marchi at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during
L
the inspection. Within these areas, the inspection consisted of a selective
'
examination of procedures and representative records, observations, and
interviews with personnel.
During this inspection, certain of your activities appeared to be in violation
of NRC- requirements, as described in the enclosed Notice. The inspection
showed that actions had been taken to correct the identified violation and to
(
-
prevent recurrence. Our understanding of your corrective actions is described
in Attachment 2 of the enclosed inspection report. Consequently, no reply to
the violation is required and we have no further questions regarding this
matter at this time.
In accordance with 10 CFR 2.790(a) of the Commission's regulations, a copy of
this letter and the enclosure (s) will be placed in the NRC Public Document
Room.
However, attachments I and 2 which only deal with the security
violation concern a subject matter which is exempt from disclosure according
to Part 73, Title 10, Code of Federal Regulations, Section 73.21(c)(2).
This
information must be handled and protected in accordance with the provisions
of 10 CFR 73.21.
Consequently, the attachments to this letter will not be
placed in the NRC Public Document Room.
