NOTICE OF VIOLATION Northern States Power Company Docket Nos. 50-282, 50-306 As a result of the inspection conducted on September 26 through October 30, 1989, and in accordance with the " General Policy and Procedures for NRC Entorcement Actions," 10 CFR Part 2, Appendix C (1988), the following l

violation with two examples was identified:

Technical Specification 6.5.C.3 requires that detailed written procedures to be prepared and followed for activities which include preventive or corrective maintenance of plant equipment and systems that could have an effect on nuclear safety.

Contrary to the above, on October 24, 1989, plant personnel failed to follow the requirements of Administrative Work Instruction 5AWI 3.10.3, Use of NSP Safety Tags, Rev. 3.

This action resulted in 2R22, Unit 2 shield ou11 ding vent gas monitor being erroneously tagged and removed from service.

Contrary to the above, on October 25, 1989, a licensed operator failed to follow the requirements of Step 6.1.A.2 contained in Preventive Maintenance Procedure, PM 3155-1, Rad Monitor Sample Pump Quarterly PM, Rev. 7, and incorrectly deen,ergized IR37, Unit I auxiliary building _qas I

monitor A, which resulted in the unplanned automatic actuation of the 121 f

auxiliary building special ventilation system.

This is a Severity Level IV Violation (Supplement 1).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement of explanation in reply, including for this violation:

(1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.

Consideration may be given to extending your response time for good cause shown.
