settlement monitoring program.

Participants are listed in Enclosure 1.

The licensee's settlement monitoring program is progressing satisfactorily; however, the staff requested the licensee to provide some additional information -

1 for review as discussed in Enclosure 2.

The NRC staff stated that the request for additional information would be documented.

' Review of Relocated Settlement Markers LThe licensee's surveying-staff explained the procedure used in relocating the markers to improve their accessibility. The new markers were installed close to the old ones, but at different elevations. The i

k

differences in elevations between the old and the relocated markers were-determined using certain special procedures in some cases. The settlement of-the structure at the new marker' location was assumed to be the same as I

-that measured by the. old marker af ter making ne:essary corrections.

Thereafter, the new marker only was used for measuring the structure settlement at that location. However, the old marker is preserved for future reference,-if necessary. The NRC staff examined some of the raw-survey data and inquired about the quality assurance procedures used in j

the. survey work.

From the responses provided by the GPC staff, it was not clear whether proper quality assurance of the surveyor's work was achieved. The licensee agreed to provide a detailed discussion of.this subject for the NRC staff review.

Review of-Settlement Data The NRC staff reviewed the settlement data recorded by 56 markers on the i

Unit 2 side and nine markers on the Unit 1 side and noted that the structure settlements have stabilized. Therefore, reducing the measurement frequency on these markers from 60 days to six months will not_ adversely affect the safety uf the structures,.because anticipated f

. loadings have already been imposed on the structures.

-The NRC staff inquired if GPC had evaluated the effects of differential i

Esettlements of pipes that are buried in soil and penetrate the Category 1 structures.

The licensee's staff felt-that such differential settlements of the buried pipes might not be significant; it, however, agreed to e

L investigate this matter and to report the results to NRC.

Settlement Monitoring of Radwaste Solidification Building (RSB)

.The licensee's staff stated that the RSB is not used now and is not planned to be used in the future.

Since the pipes passing from this building to the tunnel are not utilized and have been abandoned in place, GPC proposed to discontinue reading the markers 158 through 161 in RSB L

and marker 155 in the Radweste tunnel.

However the licensee will maintain these markers in good condition for any future use. This proposal is acceptable to the NRC staff.

Engineering Review of Structural Tilt L

l The NRC staff examined the contours of measured settlements for the large power block structures and the calculations of structural tilt based on the recorded differential settlements across the basemat. The

maximum tilt was about one-fourth of the allowable tilt of 1/670. Since t

the settlement of Category I structures has stabilized, the structural tilt is not likely to exceed the allowable values in the future.

'Therefore, the licensee proposes to discontinue the engineering review of the basemat deformation and structural tilt. Although this proposal seems to be reasonable, it may;be prudent to do such a review at least once in two years.

.In the afternoon of_ September 26, 1989, the NRC staff inspected the site, paying particular attention to the condition of the settlement markers and the control-monuments.

The control monuments are used by the GPC surveyor as benchmarks for his daily surveying work and their elevations are periodically checked by running the survey up to the permanent benchmarks. The control monuments are located sufficiently far.away from the influence of the powerblock structures whose settlements are being monitored. The permanent benchmarks (established by the USGS) are located much farther from the power-block than the control monuments.

During-the site inspection, the staff observed one of the piezometers that were-used to monitor the groundwater level at the site.

The staff learned that the licensee was not required to report the results of the ground water monitoring

~to NRC. However, the licensee is comitted to perform settlement monitoring whenever there is a fluctuation in excess of 10 ft. in previously stabilized groundwater levels within the main power block.

-At the exit meeting with the licensee after the site inspection, the NRC staff stated.that' it was generally satisfied with the procedures used in the settlement monitoring program carried out by the licensee.

However, the licensee was requested to provide the'following additional information to complete-the staff review of its submittal (Ref. 3).

1.(a) Provide a detailed description of the surveying procedures used to relocate settlement markers including the details of quality Lcontrol/ quality assurance procedures. The staff is particularly 1

interested in the methods and results of_ relocating markers from inside a structure to a location outside the structure.

(b) State if, and how, the surveying procedures used in the settlement monitoring program at Vogtle meet the standards of professional surveying procedures accepted in the field of surveying.

2.(a) Provide a layout and longitudinal section of buried pipelines showing location of markers; areas where the pipes are embedded in soils; and areas where they are routed through tunnels.

(b) Provide calculated and actual differential settlements experienced by buried pipes going from soil to Category I structures, and compare them l

with the allowable differential settlements.
