TEMPORARY WAIVER OF COMPLIANCE FROM TECHNICAL SPECIFICATIONS i FOR REACTOR HEAD SPRAY CONTAINMENT ISOLATION VALVES, AND PRIMARY CONTAIMMENT LEAKAGE TEST PENETRATIONS FOR THE REACTOR VESSEL HEAD SPRAY AND CONTROL ROD DRIVE RETURN LINES AT QUAD CITIES, UNIT 1 Dy letter dated November 16, 1989, Commonwealth Edison Comoany (CECO) requested a temporary waiver of cog 11ance for Quad Cities, Unit 1, from Technical i Specification (TS) 3.7.D.1, related to reactor head spray containment isolation valves and from Technical Specifications 3.7. A.2 and 4.7. A.2 that requires l Type B and C testing for all primary containment valves and penetrations. i Quad Cities TS 3.7.D.1 currently requires that all containment isolation valves listed on Table 3.7-1 (including reactor head spray) to be operable during reactor operations. Reactor head spray valves MD-1001-60 (outboard) and MO-1001-63 (inboard) were removed, and the line blanked, during the current Unit 1 outage. Consequently, the provisions of TS 3.7,0.1 can no longer be met. I Table 3.7.2 of the Quad Cities, Unit 1, Technical Specification contains a listing of primary containment leakage test penetrations, included in this listing are the reactor Tessel head spray and the control rod crive return f line pipe penetrations. During the current outage, the piping for these systems was removed from the corresponding penetration and a welded cap installed on i the interior side of the' containment. The welded caps installed are now the primary containment boundary, and as a result, these penetrations are no longer subject to Type B or C testing as described in Appendix J. Consequently, the provisions of TS 3.7.A.2 and 4.7.A.2 are no longer applicable. l We have reviewed Ceco's request for a temporary waiver of compliance and their application for amending Table 3.7-1 to remove reactor head spray valves from the list of required primary containment isolation valves, and Table 3.7-2 to remove the reactor vessel head spray and the control rod drive return lines I from the list of primary containment leakage test penetrations. Based upon this preliminary review, we concluded that primary containment isolation has not been compromised. -Therefore, compliance with these TS sections and tables for the reactor head spray valves and penetrations for the reactor head spray 8911300103 891120 Y0{ PDR ADOCK 05000254 l P PDC

On this basis, we approve of CECO's request for a temporary waiver of compliance from TS 3.7.0.1 TS 3.7. A.2, and TS 4.7. A.2 to be in effect for no more than 70 days from the date of this letter. Within the 70 days, we will issue an amendment removing the identified valves and penetrations from the Quad Cities TS. Any potential enforcement action as a result of CECO's failure to obtain prior approval of these modifications pursuant to the requirement of 10 CFR 50.59 will be addressed at a later date.
