l This refers to our letter dated November 14, 1989, transmitting a Notice of Violation regarding your failure to properly construct a support system for your railcar doors necessary to maintain secondary containment integrity and j
to provide flood protection.

' broaden the scope of your design review program to include all safety-related equipment at Fermi.
Rather, the scope of those efforts should be reevaluated, in light of the issue set forth in the Notice of Violation, and you should l
provide to us the date when you expect to complete your design verification activities.
In accordance with Section 2.790 of the NRC's " Rules of Practice " Part 2 Title 10, Code of Federal Regulations, a copy of this letter will be placed in the NRC Public Document Room.
