This letter refers to the routine safeguards inspection conducted by Messrs.
W. K. Lancaster and E. Sylvester of this office on September 11-15, 1989, at
Waterford, Connecticut of activities authorized by NRC License Nos. OPR-21,
'
DPR-65, and NPF-49 and to the discussions of our findings held by

Mr. Lancaster with Mr, H. F. Haynes of your staff at the conclusion of the
inspection.
Areas examined during this inspection are described in the NRC Region I
Inspection Report which is enclosed with this letter. Within these areas, the
inspection consisted of selective examinations of procedures and
representative records, interviews with personnel, and observations by the
inspectors.
Within the scope of this inspection, no violations were observed.
A section of the enclosed inspection report and the Appendix to the report

contain details of your security program that have been determined to be
'
exempt from public disclosure in accordance with 10 CFR 73.21 (Safeguards
Informdtion). Therefore, the section so identified and the Appendix will not
be placed in'the NRC Public Document Room and will receive limited distribu-
tion .- This letter and the remainder of the inspection report will be placed in

-the Public Document Room, in accordance with the 10 CFR 2.790(a).
