Specifications (TS); (2) incorporates other organizational changes to Section 6.0, Administrative Controls; and (3) updates TS Section 6.5.4 9 to i

reflect current 10 CFR 50.72 and 10 CFR 50 73 reporting requirements, r

The NRC Project Manager has requested that CP&L review the previously

(

submitted TS pages to ensure the incorporation of recently issued license amendments. The Company has determined that updating of the pages is 7

necessary to reflect the issuance of Amendments 131 and 134 for Brunswick Unit 1 and Amendments 161, 164, and 168 for Brunswick Unit 2.

These amendments revised Section 6.0 of the TS by adding requirements regardingt l

(1) the Core Operating Limits Report, (2) the incineration of waste oil, and l

(3) the maximum expanded operating domain (Unit 2 only).

In addition to updating the proposed TS pages to incorporate recently issued l

license amendments, some additional changes are necessary due to the-completion of the Company's recent organization analysis. The following e

changes updates our proposed changes dated April 28, 1989:

Section 6.5 3 3, the titles of Director - QA/QC and Director -

Regulatory Compliance were changed to Manager - QA/QC and Manager -

Regulatory Compliance.

Section 6.5 3 3, instead of removing the PNSC member " Assistant to i

Plant General Manager" remove " Director - Administrative Support" and change the title of " Assistant to Plant General Manager" to

" Technical Assistant to Plant General Manager." This change does not l-affect the function of FNSC; therefore, CP&L believes that the basis l

for no significant hazards consideration submitted by our April 28, 1989 letter remains valid.

Sections 6.5.5 and 6.10.2, the Performance Evaluation Unit (PEU) title was changed to Quality Assurance Auditing Unit (QAAU).

The~ April 28, 1969 submittal requested that the name of the Corporate Nuclear

' Safety Section be changed to the Nuclear Safety Section.

Carolina Power &

Light Company hereby withdraws this change. The TS pages have been revised to specify the Corporate Nuclear Safety.Section, which is the current wording of the TSs. The Brunswick Updated FSAR will be revised accordingly in the next annual update, c'

The enclosed updated TS pages incorporate the revisions discussed above and supersede, in their entirety, the pages provided in the April 28, 1989 submittal.
