Attached is License Change Application (LCA) 178, requesting amendment of r
p Operating License NPF-1.
This LCA revises the operability and surveil-t lance requirements, and the bases, for the component Cooling Water (CCW)
I System.
L By letter dated February 4,1988, portland General Electric Company (pCE) submitted LCA 164 which amended the Trojan Component Cooling Water (CCW)
System Technical Specifications to provide for split-train operation and i
spare CCW pump operability. In addition, the February 4, 1988 1ctler stated that PCE would submit another LCA to revert back to the original I
CCW Technical Specification after completion of modifications to the Seismic Category II portions of the system.
1 The modifications to seismically upgrade the Seismic Category II portion
'of the CCW System as described in Attachment A to the LCA, were completed prior to startup from the 1989 refueling outage. The attached LCA fulfills the commitment in our February 4,1988 letter.
Also attach 6d is one signed copy of a certificate of Service for LCA 178
~ to the chief executive of the county in'which the faellity is located and to the State of Oregon, Department of Energy.

i The requirement to maintain split-train operation and spare CCW pump operability will cause entry into the ACTION statement of Trojan Technical Specification 3.7.3.1, Component Cooling Water System if a CCW pump is declared inoperable. Entry into this ACTION statement is not warranted because of the modifications which have been completed. PGE therefore requests expeditious processing of this LCA in order to avoid this j
situation.
