This refers to the special inspection conducted by Mr. C. Ramsey, of this

office during the period September 27-29. 1989, of the activities authorized

' by NRC License No. OPR-54, and to the discussion of findings by the inspector -

with members of your staff at the conclusion of the inspection. This

inspection also included a review of completed fire protection surveillances,

required by plant Technical Specifications, which were provided to the

I

inspector on October 16, 1989.

The inspection.was performed to confirm the adequacy of fire protection

,

program implementation being maintained during the current Rancho Seco

,-

shutdown mode. Areas. examined during this inspection are described in the

!

,'

enclosed inspection report. Within these areas.-the inspection consisted of

selective examination of procedures and representative records, interviews

'

,

with personnel, and observations by the inspector. The inspection determined

that previous commitment dates to upgrade the fire protection program have not

been met and that staffing levels and management emphasis regarding the

integrity of.the program have been reduced.

'

.We_ understand that you' intend to make a written submittal to Region V by-

November 30, 1989, advising'the NRC of the specific actions you are taking to

complete implementation of previous fire protection program commitments, as

well as providing similar information on other commitments which are being

modified.:

No violations.of NRC requirements were identified within the scope of this

inspection.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure

will be placed in the NRC Public Document Room.-
