NRC Examinations at Rancho Seco Nuclear Generating Station On September 5 - 15, 1989, the NRC administered examinations to employees of__

. the Sacramento Municipal Utility District to operate your Rancho Seco t!uclear Generating Station, s

. As a result of this examination eight Senior Reactor Operator candidates and six Reactor Operator candidates were found to meet the minimum qualification requirements for licensing.

. At the conclusion of the examination on September 15, 1989, the examination

. process and associated licensing issues were discussed with members of your

. staff identified in the enclosed report.

'During the examination, our Chief Examiner was informed that the training organization had been drastically reduced in size from over 70 to a staff ~of

.four. During a meeting at NRC headquarters on October 11, 1989, you stated that the existing Rancho Seco licensed operator training program was accredited by.INP0 :However, as part of the plant closure process, you proposed to terminate the INP0 affiliation but continue an in-house training ~ program which would:be comparable to the existing, accredited program. Please clarify these apparent inconsistencies in your training capabilities and advise us in writing of your plans to ensure that an effective requalification program is maintained. As you are aware a ful_ly effective requalification program is L

currently required for your facility pursuant to 10 CFR 55.59.
