-On October 19, 1989. TU Electric verbally notified the NRC of a deficiency involving unauthorized part substitutions that constitute design changes. I After further evaluation, it has been determined that this issue is not  !

reportable for Unit I under the provisions of 10CFR50.55(e). Further j evaluation-is . required to determine the safety significance of this deficiency  :

for Unit'2.

-In response to Reference 1, a deficiency report (DR) was written to document  !

.the failure to comply with procedures which control item substitution of material, parts and components. The original improper substitution was determined to be not reportabl. by Reference 2. The DR disposition required that Maintenance Engineering Evaluations (MEE's) be evaluated for similar j~

occurrences. No other potentially safety significant Unit 1 substitutions were identified.during the MEE review. Among 600 MEE's reviewed, only one  ;

l- . ' Unit' 2 MEE was identified as potentially safety significant. This Unit 2 MEE >

involved' substitution of mounting bolts for a Unit 2 centrifugal charging pump [

. auxiliary lube oil pump. The auxiliary lube oil pump, although not safety related, requires qualified mounting bolts for seismic qualification of the 9 pump / motor. However, non-qualified bolts were improperly substituted for this application.
