Dear Mr. Ferguson:

On February 11, 1980 the Atomic Safety and Licensing Board issued a Decision (ALAB-578) concerning the pumphouse settlement issue for the North Anna Power Station, Units 1 and 2.

In ALAB-578, the Board suggested that the NRC staff consider direct monitoring for the movement of the service water pipe exposion joints in lieu of the presently used indirect method based on surveying measurements.

We have concluded that the flexible joints that have been installed at North Anna can acconmodate significant pumphouse settlement before any over-stress condition could occur in either the pipes leading to the spray system or in the flexible joints themselves.

Further, we have concluded that the presently used survey measurement method provides sufficient early warning of any significant additional settlement.

However, in light of the Board's suggestion, we request that you submit an analysis of the precision obtainable from a direct measurement system for the service water pipe expansion joints as compared with the existing indirect system, and the cost estimate for implementing a direct measurement system.

Based on your submittal, we will perform an independent evaluation of the specific system to determine if installation of such a system is justified.

We request that your submittal be provided for our review not later than December 31, 1980.
