Gentlemen:
This refers to the investigation conducted by Messrs. J. E. Foster and
C. M. Erb of the Region III Office during February 27 - May 2, 1980,
regarding the procurement and manufacture of reactor vessel holddown
studs utilized for Midland Unit 1.
Our findings were discussed during
a meeting between J. G. Keppler, Director, Region III and you and
members of your respective staffs on May 2, 1980.
The enclosed copy of our investigation report identifies areas examined
during the investigation. Within these areas, the investigation consisted
of a selective examination of procedures and representative records,
observations, and interviews with personnel.
During this investigation, certain of your activities appeared to be non-
compliance with NRC requirements, as described in the enclosed Appendix
A.
We recognize that the reactor vessel holddown studs were manufactured
approximately five years ago, and conditions relative to their manufacture
cannot be altered at this date. Therefore, no response to the specific
items of noncompliance is required.
Since the correction of the bolt problems will involve design reviews,
the lead responsibility for evaluation and approval of your proposals
for resolution of this natter will be undertaken by the Office of Nuclear
Reactor Regulation (NRR).
In addition, as agreed in a telephone dis-
cussion with Mr. J. W. Cook on July 30, 1980; (1) Consumers Power Company
will undertake a review to confirm that safety related low alloy steel
bolting and/or component support materials which have been tempered and
quenched and are 7/8" or greater in diameter have been procured in accordance
with proper codes and standards; (2) approval of the acceptability of the
Unit 2 reactor vessel anchor bolts will be obtained from NRR and (3)
actua?. plant modifications to compensate for the defective bolts will not
be started on Unit i until approval of the design concept is received from
NRR.

investigation at the site.
In accordance with section 2.790 of the NRC's " Rules of Practice," Part
2, Title 10, Code of Federal Regulations, a copy of this letter and the
enclosed inspection report will be placed in the NRC's Public Document
Room, except as follows. If this report contains information that you
or your contractors believe to be proprietary, you must apply in writing
to this office, within twenty days of your receipt of this letter, to
withhold such information from public disclosure. The application must
include a full statement of the reasons for which the information is

considered proprietary, and should be prepared so that proprietary
information identified in the application is contained in an enclosure
to the application.
We will gladly discuss any questions you have concerning this investigation.
