STNS0-498, STN50-499 Second Interim Report Concerning The Quality Program for Concrete Placement CIl-W90 On June 4, 1980, pursuant to 10CFR50.55(e), Houston Lighting & Power Company notified your office of a deficiency concerning a breakdown in the quality program for concrete placement CIl-W90 (Steam Generator Secondary Shield Wall in the Unit 1 Reactor Containment Building).

The Interim Report of July 3, 1980 (ST-HL-AE-

.,92), indicated that a second interim report would be submitted by August 4,1980.

in response to that commitment, the following is provided as a summary of the action to date.

In order to evaluate the "as built" condition of the Unit 1 Reactor Contain-ment Building concrete pour CIl-W90, Houston Lighting & Power has initiated the following actions:

1. An evaluation will be conducted in conjunction with the response to the NRC Order to Show Cause Item 3(b).
2. This evaluation will be carried out in accordance with Brown & Root Technical Reference Document #2A700GP003, " Review of Safety Related Concrete structures Including Embedments."
3. The actual evaluation has not been conducted as of this date; however, it is being sequenced into the overall evaluation now in progress.

A third interim report regarding this specific reportable deficiency will be submitted to the NRC on September 5, 1980, 800918047f
