Dear Sir:
On July 2, 1980, the NRC issued model Technical Specifications to all PWR licensees with regard to implementation of the IMI-2 Lessons '. earned Action Items (NUREG-0578) and requested the submittal of a liceo se amendment application to incorporate the model Technical Specifications.
Because of the scope of the requested Technical Specification changes and the considerable amount of work relating to the Lessons Learned Action Items, a review and consideration of the NRC model Technical Specifications has not been completed. PGE will submit the subject License Change Application by November 3,1980.
PCE is a member of the Westinghouse Owners Group and had expected to pursue the application of these proposed Technical Specifications on a generic basis through that organization. However, members of the group did not consider it effective to support this effort on a generic basis.
Unless we hear otherwise, we will proceed with this approach.
