Dear Mr. Helfrich:

Enclosed please find an application from Westinghouse Electric Corporation for a license to export special nuclear material to Taiwan for use as the initial cores, spares and three reloads each for Taiwan Units 7 and 8.

Please note the urgency expressed by Westinghouse that the requested license be issued by March 1981; otherwise, their bid will be disqualified.

Before taking action on this license aplication, we would appreciate your views, in accordance with establis>.ed precedures and from the overall perspective of the Executive Branch, as to whether the proposed export meets the applicable criteria in the Atomic E.1ergy Act of 1954 as amended by the Nuclear Nonproliferation Act of 1978.
