Gentlemen:

This refers to the special inspection conducted by Messrs. E. R. Schweibinz,

J. J. Harrison, C. C. Williams, D. W. Hayes, J. E. Konklin and F. C. Hawkins

of this office on June 24-27, 1980, of activities at Marble Hill Nuclear

Generating Station, Units 1 and 2, authorized by NRC Construction Permits

No. CPPR-170 and No. CPPR-171, to the management meeting conducted at the

site with Mr. H. A. Barker, Mr D. V. Menscer and yourself on June 27, 1980

and to the discussion of our findings with you, Mr Ramsett and other

members of your staff at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined

during the inspection. Within these areas, the inspection consisted of a

selective examination of procedures and representative records, obser-

vations, and interviews with personnel.

Based on this inspection we have concluded that receipt inspection acti-

vities as outlined in Item B.4 of the Appendix to the " Graduated Rescission

of Order dated August 15, 1979," may be initiated by PSI for PSI procured

equipment and material. As a result receipt inspection was authorized by

Mr. V. Stello in his July 7,1980 correspondence to you.

No items of noncompliance with NRC requirements were identified during

the course of this inspection.

In accordance rith Section 2.790 of the NRC's Rules of Practice," Part

2, Title 10, Code of Federal Regulations, a copy of this letter and the

enclosed inspection report will be placed in the NRC's Public Document

Room, except as follows.

If this report contains information that you or

you' ..sntractors believe to be proprietary, you must apply in writing to

thi office, within twenty days o7 your receipt of this letter, to with-

hold such information from public daclosure. The application rust

include a full statement of the reasons for which the information is

considered proprietary, and should be prepared so that proprietary informa-

tion identified in the application is contained in an enclosure to the

application.
