Dear Mr. Baker:

We are fast approaching the first refueling outage for Hatch Unit No. 2, scheduled to becin approximately November 15, 1980. As you are aware, there are a number of outstanding issues on Hatch 2 that could impact the timely restart of the Unit.

I believe it prudent for me to itemize taese for your information.

I number of issues are leoally binding, i.e., License Conditions, that I must explicitally address in the Safety 7.

Evaluation supporting restart. Others, although not conditions for n? restart, should be resolved. My expectation of your submittals are summarized below:

(a) Cycle 2 Operation (Reload Submittal) - A plant specific reload fuel application will be necessary. Your submittals for Cycle 2 operation will substantiate operation within the limits set forth in NEDE 24011, as amended and approved by the NRC Staff.

(b) Fuel Performance - License Condition 2.C.(3)(a) requires that start-up for "that cycle in which burnups greater than 20,000 MWD /T are expected," a GEGAP-III analysis must be submitted and approved by the staff. You should explicitally address the applicability of this issue to Cycle 2 operation.

(c) Fire Protection - This is a License Condition (2.C.(3)(b)).

I consider your submittal of May 29, 1979 to have satisfied the requirement for submitting T. Specs.

However, please be advised that modifications must be completed before restart.

(d) ODYN Code Calculations for MCPR Limits - License Condition 2.C.(3)(c) requires this analysis. Your submittal for cycle 2 operation -

see (a) above - should explicitally state that this has been satisfied.

.(e) Boiling Transition - License Condition 2.C.(3)(d) requires submittal for cur approval, the use of the GEXL correbcion for S x 3 R fuel bundles for Cycle 2.

Your submittal should address this issue.

(f) RPS Power Supply - License Condition 2.C.(3)(c) requires modifications such as we have previously reviewed on Hatch 1 (Ref. Amend. No. 70,

(

August 14,1979). We will need a submittal-on this issue.

i (g) Static Exciter Cabinets - As stated in our SE supporting issuance i

of the Operating License (NUREG-0411, P. 3-23) we requested 5

qualification of this cabinet. We have had discussions of this j

issue; however, you need to indicate the resolution, i.e.,

i qualification or replacement of the cabinet.

(h)

Isolation Actuation Instrumentation Setpoints - The initial issuance of T.S. for HNP 2 (See table 3.3.2-3) contained a number of initial setpoints which are to be determined (revised) during startup testing.

I believe we should finalize these values.

(i) Settlement of Category I Structures - The initial T.S. for HNP 2 5

indicated that we would establish LC0's on differential settlement I

of Class I structures. We have not yet received a response to T

our letter of November 27, 1979.

are in need of resolution prior to HNP-2 Cycle 2 operation. They do not include anticipated submittals of other T.S. changes that-you may desire (e.g. Primary Containment Airlocks, Single Loop Operation).

In view of the vast number of outstanding issues that could impact the restart of HNP-2 you and your staff may wish to meet with the NRC staff representatives to expedite these actions. Such a meeting could be held 3.

In any event, please, advise me of your planned submittal dates for each of the items discussed above.
