Dear _Mr. Denton:

We have been advised that Unit #1 of the Summer power station of the

' South Carolina Electric and Gas Company System is ready to commence low power operation and that_ the Nuclear Regulatory Commission (NRC) staff is prepared to recommend such operation.

The Federal Emergency Management Agency (FEMA) acknowledges the existing state of emergency planning and preparedness related to the Summer nuclear facility. FEMA has initiated actions to assist the State of South Carolina and its local governments in the development of radiological emergency response plans consistent with the NRC/ FEMA criteria.

South Carolina is currently awaiting comments from the Regional Assistance Committee (RAC) on its preliminary plan drawn to meet the requirements of NUREG-0654/FElm-REP-1. The State currently plans to submit its plan for formal action by FElu in December 1980. South Caro-lina's existing plan has previously received NRC. concurrence under the previous policy.

FEMA recognizes that the Summer / South Carolina emergency planning and preparedness situation is a special case caught in the transition between old and new emergency planning criteria for both nuclear facilities, State and local governments, and additionally during the transition of responsibilities between NRC and FEl%.

Based upon our policy agreement of March 1980, concerning low power testing, and our knowledge of the present condition of the State of South Carolina's emergency pla.a, your staff's recommendation for licensing to permit low power testing appears to be reasonable.
