Dear Mr. McCorkle:
The purpose of this letter is to request that this facility's waste shipments to burial be exempted from the requirements contained in 10CFR 73.67 (e) and (g).
We believe that the intent of 10CFR 73.67(e) and (g) was to provide additional safeguards for ship-ments of less than formula quantities of weapons grade special nuclear material (SNM).
The SNM we ship to burial is contained in contaminated materials and in process waste residues from which we could not profitably extract the remaining Uranium 235.
The fact that these materials are considered to be waste, and that sophisticated equipment and consider-able time and effort would be required to extract substantial quantities of SNM from them, significantly reduces the potential for any attempts at theft.
For these reasons, we feel that approval of this request would not endanger life or property, or the common de-fense and security, and therefore can be reasonably granted as provided by 10CFR 73.5.
