This is to inform you that the time clock on Item 2 of IE Bulletin 80-17
" Failure of Control Rods to Insert During a Scram at a BWR" will start at 12:01 a.m. on July 8, 1980. As stated in the Bulletin the test should be completed within 20 days.
If the test would cause a severe impact on power reliability, promptly notify the Licensing Project Managers of the Office of Nuclear Reactor Regulation for your facility (ies) by telephone.
An additional parameter is being considered for measurement to determine the pressure variation with time in each of the headers of the Scram Discharge Volumes (SDV) during the test scrams.
The NRC requests imediate notification of any malfunction identified during the surveillance tests or special tests conducted in accordance with the Bulletin 80-17.
