SUMMARY

Inspection on August 11-13, 1980.

Areas Inspected: This special, announced inspection involved 16 inspector-hours on site in the areas of environmental considerations regarding the license applicaticas to expand the conversion process and the new incinerator, followup on a NRC IE Circular, followup on an item of noncomplia:4ce and independent effort.

Results: No apparent items of noncompliance or deviations were identified.

Exit Interview The inspection scope and findinP,s were summarized on August 13, 1980 with those persons indicated in Paragraph I above.

Licensee Action on Previous Inspection Findings (Closed) Noncompliance 80-03-01: Failure to establish, maintain and follow storage and internal handling controls to provide current knowledge of the identify, - quantity and location of UF6 cylinders. Procedures have been established to assure that a trailer being dispatched as empty does in fact contain empty overpacks. Trailers are logged in and out at the Emergency Control Center (ECC) by security personnel and a control board showing the disposition of overpack trailers is maintained at the security office of the ECC.

License Amendment Application

.The NHSS and NMSS consultant personnel have responsibility for preparing the Environmental Impact Appraisal (EIA) pertaining to the expansion of the conversion process and the installation of the new incinerator.

They toured the process areas and the area to where the conversion process will be expanded. The waste treatment plant, the chemical lagoon areas and the liquid effluent pathway to the Northeast Cape Fear River were toured. The location of the old and new incinerators were observed and discussed with licensee representatives.

A draft set of questions pertaining to the license amendment applications - to expand the conversion process and to install a. new incinerator were discussed with licensee representatives.

Licensee performance relating to general radiological and environmental safety were discussed with the NHSS consultant personnel.' Licensee repre-sentatives were informed that NMSS would dispatch a formal set of questions regarding their amendment applications in the very near future.

IE Circular 80-14 Verification was made that the licensee had received IE Circular 80-14, Radioactive Contamination of Plant Demineralized Water Systems.and Resultant Internal Contamination of Personnel. The licensee had exper.ienced a similar incident in July of 1976 which was caused by syphoning of ADU from the conversion line back into the deionized (DI) water tanks following a power interruption.

At that time, the licensee took corrective measures to provide positive prevention mechanisms (syphon breaks) in connecting lines between processing liquid systems and not just related DI water systems but related unsafe geometry tanks not normally containing uranium materials.

Also, all DI water lines were identified and tagged to prohibit the use of DI water for potable sources of water. Upon the issuance of this circular, the licensee verified that the DI water line tags were in place, that no unauthorized temporary connections have been made and that the administrative procedures are maintained to prevent direct connection of fuel processing liquid systems with unsafe geometry vessels.

Plant Tour A general tour of the plant revealed that the housekeeping was adequate and fire or industrial safety hazards were identified.

It appeared that no special nuclear material was stored, handled, transferred and processed in accordance with license and procedural requirements.

Personnel Change C. L. Scholl, Nuclear Safety Engineer, terminated on June 6, 1980.

A licensee representative stated that candidates for a replacement have been interviewed and that a selection would be made soon.
