Nuclear Regulatory Commission, Region IV 1900 North California Boulevard Walnut Creek Plaza, Suite 202 Walnut Creek, California 94596
Dear Mr. Engelken:
Subject:
WPPSS NUCLEAR PROJECTS NO. 3 AND 5 RESPONSE TO IE BULLETIN 80-08 The subject bulletin, " Examination of Containment Liner Penetration Welds" has been reviewed for application to the WNP-3/5 projects. Our response to the concern raised in the bulletin is as follows:
1)
The WNP-3/5 containment penetration connections are of the flued head design with containment boundary butt welds between the penetration sleeve and process piping as illustrated in Figure NE 120-1, Winter,1975 addenda to the 1974, and later editions of the ASME Boiler and Pressure Vessel Code.
2a) The Supply System /Ebasco contract specifications invoke the 1977 edition, Summer,1978 addenda to the ASME Boiler and Pressure Vessel Code.
2b) 100% radiographic inspection will be performed on the subject butt welds at the WNP-3/5 containment penetration connections.
Where radiography is not practical or results are not conclusive, ultrasonic testing will be performed.
2c) The weld joint will be a butt weld with a consumable insert.
The pipe material will be either carbon steel or nickel steel.
Sizes range from 4-inch to 56-inches.
Supply System /Ebasco installation criteria, Section 2A, Appendix C, " Design Criteria and Guides,"
in the technical provisions of the applicable specifi. cations do not permit the use of any backing rings on any ASME Class welds.

2d) 'None of the subject containment penetration welds have been
_ performed as of this date'.
Therefore, no nondestructive examination results are available and the need for repair has not been deter-mined.
'3)
Radiography will be performed as noted in 2b above as the'construc-tion schedule dictates.
Very truly-yours, l
