Docket No. STN 50-482/80-12 Appendix B NOTICE OF DEVIATION Based on the results of the NRC inspection conducted during the period June 6-10, 1980,.it appears that certain of your activities deviate from commitments made in your Preliminary Safety Report (PSAR) as indicated below:
Failure to Establish Fire Protection and Prevention Requirements The Preliminary Safety Analysis Report (PSAR), Section 3.12, " Regulatory Guides," states, "The standards as set forth in ANSI N45.2.3, ' Housekeeping During the Construction Phase of Nuclear Power Plants,' will be followed."
ANSI N45.2.3, Section 3.2.3, " Fire Protection and Prevention," requires the following:
1.
Procedures or instructions for fire prevention shall include pro-visions for fighting fires involving the use of available community fire departments.
2.
The use of trained fire brigades.
3.
Prefire planning for response to fire emergencies including evacuation of confined areas.
Contrary to the above:
1.
No provisions for fire fighting involving the use of an available community fire department have been made as of June 10, 1980, in applicable procedures or instructions.
2.
Trained f' ire brigades are not used in that:
a.
Practice drilling of the existing site fire brigade has not been done on a regular basis.
b.
Fire brigade training sessions have had an inconsistent attendance.
c.
In addition, site fire brigades have not been assigned to the three day weekend shift or to the night shifts as of June 10, 1980.
3.
Fire fighting instructions and planning for evacuation of personnel from confined areas do not exist.
This is a deviation.
