Dear Mr. Ippolito:

On June 27, 1980, Carolina Power & Light Company (CP&L) advised you of our intention to submit a revised Emergency Plan for the Brunswick Steam Electric Plant (BSEP) in August,1980, based on NUREG 0654 " Criteria for Preparation and Evaluation of RadiologLeal Emergency Response Plans and Preparedness in Support of Nuclear Power ??. ants." We further expressed our intention to develop implementing procedures by Deceeber 1,1980 and to implement the plans on January 1, 1981. CP&L has been in the process of revising our plans to meet this schedule.

However, the NRC has recently issued NUREG 0696 " Functional Criteria for Emergency Responae Facilities" which contains additional criteria which was not available for consideration during our recent efforts to revise the BSEP Emergency Plan. Additionally, it is our understanding from meetings with NRC staff that NUREG 0654 will be revised in the Fall of 1980 to reflect NUREG 0696 requirements. The final Emergency Planning rule, which was published in the Federal Register on August 19, 1980, does not require the submittal of Emergency Plans until January 2, 1981, implementing procedures until March 1, 1981 and imple=ention of the Emergency Plan before April 1, 1981.

In light of the recent and pending changes in guidance from the NRC con trning Emergency Planning, CP&L has revised its Emergency Planning schedule to. hat specified by the August 19 final rule revising 10CFR50 and 70. This will crtable us to submit revised Emergency Plans on a schedule which reflects current NRC guidance. Please contact my staff if you have any questions or desire further information.
