Dear Mr. Peoples:

The Conmission has issued the enclosed Amendment No. 56 to Facility Operating License No. OPR-39 and Amendment No. 53 to FacG 'ty Operating License No. DPR-48 for the Zion Station, Unit Nos. I anri ? respectively.

The amendments consist of changes to the Technical Specincations in response to your application transmitted by letter dated F. arch 21, 1975, supplemented by letters of December 19, 1978 and April 28, 1980.

These amendments revise and upgrade certain limiting conditions of operation and associated surveillance requirements for ventilation filter systems.

Included are the hydrogen control purge systems, fuel building exhaust system, control room makeup air charcoal system, drumming station charcoal filter system and the miscellaneous vents charcoal filter system. The changes are in agreement with the model technical specifications for the engineered safety features ventilation systems for operating reactors and with Position C.5 and C.6 of Regulatory Guide 1.52, Re;*sion 2.

Minor changes were made to the proposed Table 4.1;-1 and to Bases 4.8, 4.13 and 4.17.

Also Specification 4.17.lE was added replacing existing require-ments on the coni.ainment charcoal filters which you had proposed to delete.

We consider the existing requirements should be maintained pending completion of the NRC Action Plan for Indian Point and Zion. The ::RC Project Manager, Mr.. Ed Reeves, has discussed these items with your Licensing Administrator, Mr. Bill Naughton.

Copies of the Safety Evaluation and the Notice of Issuance are also enclosed.
