Augus: 23, 1980 ST-HL-AE-519 57N: V-0530 Mr. Karl Seyfrit Director, Region IV Nuclear Regulatory Commission 611 Ryan Plaza Drive, Suite 1000 Arlingten, Texas 76012

Dear Mr. Seyfrit:

South Texas Project Units 1&2 Docket Nos. STN 50-498, STN 50-499 Interim Report Concerning Stud Welding on Concrete Embednents On July 31, 1980, in accordance with 10C7R50.35(e), Housten Lighting &

Po ir Company notified your office of a potentially reportable deficiency cor;erning stud welding on concrete embedments. This deficiency evolved when an inspection on concrete embedments revealed the presence of portions of ceramic ferrules on stud welds, therefore indicating the required full circumference visual inspection had not been accomolished.

A oreliminary evaluation has been performed which shows that of the welds insoected, only a statistically insignificant number of welds (0.02*) were rej ect able.

At this time there is no indication that a potential safety ha:ard exists. However, since sufficient information is still not available to determine if this is a reportable deficiency per 10C7R50.55(e) requirements, this deficiency is being further evaluated as a precautionary measure to ensure safe coeration of the plant.

A subsequent repor: regarding the status of this concern will be submitted to your office by October 9, 1980.

If thcre are any questiens, please contact Mr. M. E. Powell at (713) 676-3592.

Very truly ygurs, N
