?10 TION FOR CLARIFICATION OF LICENSING BOARD QUESTIONS Introduction During the Preharing Conference held on August 12-13. 1980, the Licensing Board posed several questions that it wished the parties to address during the course of the TMI-l hearing.
(Tr. 2390 et seq.) At this juncture of its review, the Staff. has discovered that its response to three of the Board's questions in particular would be facilitated by clarification by the Board.
Discussion The first two questions, raised by the Board on page 2394 of the transcript, read as follows:
I want to know how many of the high pressure injection system pumps must operate to dissipate the decay heat.
In other words, if there had been a loss of steam in the secondary system which would perhaps result in failure of the turbine-driven feedwater pumps, will the motor-driven pumps supply the requisite amount of feedwater? And if so, does it require both pumps?

The Staff wishes to know whether the Board is interested,1n the pumping requirements for the high pressure injection system in the feed-and-bleed mode of decay heat removal or the minimum required emergency feedwater pumoing capacity for decay heat removal from the steam generators.

\\ The third question, stated on page 2395 is as follows:
I would like to know in what respects the feedwater system is vulnerable to non-safety-grade system failures and to operator errors.
The Staff would like clarification on whether this question refers to the main feedwater system or to the emergency feedwater system.
Request for Relief The Staff respectfully requests clarification of the above Board cuestions so that it can adequately provide the'information requested by the Board.
Uoon further study, if additional clarification should become necessary, the Staff will inform the Board at the earliest possible moment.
