There are senior management personnel with an average technical experience of over 20 years reporting to the head of the GPU Nuclear Group in the areas of:

e TMI-l Operations e TMI-2 Recovery e Oyster Creek Operations e Technical Functions e Radiological and Environmental Controls e Administration e Construction and Maintenance e Communications e Nuclear Assurance Various steps have been taken in this reorganization to strengthen key functions in the operation and support for Unit 1. Exaaples of this are:

e The line management responsibilities for TMI Units 1 and 2 are completely separated.

e Each TMI unit is to the maximum extent feasible, to have direct control of the resources necessary for effective and safe conduct of plant activities, e The head of the TMI-l Operations, Director TMI-1, is serving full time at TMI.

e The TMI-1 operations organization specifically gives the Manager Unit 1 the responsibility for operations and maintenance and relieves him of the direction of admin-istration, training, engineering, radiation protection and chemistry functions.

e The radiological control function for Unit 1 has been elevated so that it reports directly to the Director Radiological and Environmental Controls, e The GPU Service Corporation, Metropolitan Edison Company, and Jersey Central Power and Light Quality Assurance and Control organizations are being merged, and Operating Quality Assurance for TMI/0yster Creek will be their major function.

2. TMI-l Org*nizetion The Director TMI-l utilizes the following management staff in carrying out his responsibilities:

e Manager Plant Engineering e Manager Unit 1 e Manager Administration and Services The Three Mile Island Nuclear Unit 1 organization as shown in Figure 6.1 will function in three principle areas under the managers listed above: Unit 1, Plant Engineering and Administration and Services.

The Departments under the Manager Unit I will be responsible for the day-to-day quality of operations and maintenance activities associated with the unit. Unit I will have Shif t Supervisors assigned only to Unit 1, who report to the Unit 1 Operations Supervisor directing the operations on each of six shifts through the assigned Unit 1 Shift Foreman, Control Room Operators, and Auxiliary Operators. A maintenance force supporting TMI-l on both a shift and a day basis in the areas of electrical, mechanical and instrument control~

maintenance and surveillance will also report to the Manager Unit 1 through the Unit 1 Superintendent Maintenance.

The TMI-l Plant Engineering Group under the Manager Plant Engineering includes engineers in nuclear, mechanical, electrical and instrument and control engineering disciplines to whom other er.gineers and analysts assigned to TMI-l will report. Shift Technical Advisors with engineering degrees are assigned to each of the six operating shifts to provide on shift safety support to the Shif t Supervisor. He vill also provide technical liaison and coordination between operatirg shif t personnel and the plant engineering and Technical Functions Croup staffs. The Administration and Services group will function in the areas of facilities, budgets / cost control, personnel and station security, procedure coordination, and general administration with direct support and guidance from the Administrative Division.

Further information concerning the unit staff is included in the TMI-l Restart Report Section 5.2.

B. Responsibilities Pages 1 through 9 set forth the Summary of Responsibilities and Major Functions of the various Divisions of the GPU Nuclear Group. While it may be necessary to make adjustments in the distribution of responsibilities within the organization, no reduction in accountability or authority of the GPU Nuclear Group organization as a whole vill be initiated without prior approval of the Nuclear Regulatory Commission.

3. The Deputy Chief Operating Executive shall have the same authority to direct actions and assure compliance with Technical Specifications as the Chief Operating Executive.

5. In accordance with the Radiation Protection Plan, the Manager Radiological Controls or his deputy (Radiological Controls Manager if assigned) shall meet er exceed the requirements of Reg Guide 1.8, September 1975.
6. The Safety Review Manager is the full time Chairman of the PORC.
