Gentlemen:

Haddam Neck Plant Hillstone Nuclear Power Station, Unit Nos. 1 and 2 NUREG-0578 Item 2.1.9(c); Transient and Accident Analysis In References (1) and (2), the NRC Staff requested that certain analyses be perfomed concerning the response of the Westinghouse (Haddam Neck Plant), General Electric (Millstone Unit 1), and Combustien Engineering (Millstone Unit 2) Nuclear Steam Supply Systems to transient and accidents.

Via Reference (3), the Connecticut Yankee Atomic Power Company (CYAPCO) docketed the Westinghouse 0mers Group Report, Reference (4), for the Haddam Neck Plant. The Northeast Nuclear Energy Company (NNECO), as an active participant in the GE Owners Group, has determined that the GE Owners Group Study (Reference (5)) is applicable to Millstone Unit No. I and hereby enters Reference (5) onto Docket No. 50-245.

In Reference (6), NNEC0 entered the Con.bustion Engineering Owners Group Report, Reference (7), onto the docket for Millstone Unit No. 2.

Reference (2) required that tne implementation of emergenc3 procedures and retraining related to accidents and transients be completed within 3 months after guidelines were established. The aforementioned Owners Group Studies were submitted on or about April 1,1980, in fulfillment of agreements reached between Owners Groups' representatives and cognizant NRC Staff personnel. Pursuant to the time table presented in Reference (2), implementation of emergency procedures and retraining was to be completed by July 1, 1980.

. _ _ 4 CYAPC0 and NNEC0 have determined that considering the cost and man-hours associated with incorporation of these analyses results into applicable emergency procedures, it would be imprudent to proceed without Staff feedback concerning the acceptability of the emergency procedures and retraining submitted in the Owners Group responses (References (4), (5),

and(7). Therefore, CYAPC0 and NNEC0 do not intend to fully respond to this segment of item 2.1.9 pending additional dialogue with the Staff.

Improvements previously incorporated into emergency procedures provide assurance of the adequacy of these procedures in their current form.
