SOUTH TEXAS PROJECT ELECTRIC GENERATING STATION REVISED RESPONSE TO NRC INSPECTION FINDING DOCKET NOS. 50-498/77-03 and 50-499/77-03
Dear Mr. Seidle:
In our previous response to NRC Inspection 77-03 associated with concrete aggregate gradation records, we committed to having Pittsburgh Testing Labora-tory (PTL) establish a formal rotation of testing personnel on a regular basis.
l This was done to ensure that no individual PTL inspector had responsibility for

the same activity over a long period of time.
Because of the natural attrition of testing lab personnel and the special-i 1:ed training required for each activity, we have elected to utili:e the fol-lowing system which revises our commitment to 77-03.
l 1.
A system of reviews and multi-tiered supervision has been implemented in which all Level I technicians are under supervision by a certified Level II technician. Reports received from Level II personnel are again checked by the cognizant senior Level II and assistant manager /
document supervisor.
Additionally there is a check / review by a Brown S Root (BSR1 Quality Control surveillance inspector prior to final review and transmittal to the BSR Quality Assurance vault.

Personnel with a higher degree of education and/or background experi-ence have been assigned to the aggregate section.
We believe that this method of recurrence control is a better mechanism for assuring accurate records in that it places the responsibility on PTL supervision.
