NOTICE OF ISSUANCE OF AMEND 6% TO FACILITY OPERATING LICENSF, The U.S. Nuclear Regulatory Comission (the Comissicn) has issued Amendment No. 60 to facility Operating License No. OPR-65, issued to Northeast Nuclear Energy Company, the Connecticut Light and Power Company, the Hartford Electric Light Company, and Western Massachuetts Electric Company for operation of the Millstone Nuclear Power Station, Unit No. 2, The amendment (the facility) located in the Town of Waterford, Connecticut.
is effective as of its cate of issuance.
Tne amendment revises the Technical Specifications to (1) allow centainment electrical penetrations module replacerent concurrent with fuel movement or core alterations, and (2) renumber the access doors to the spent fuel pool area to agree with the secruity plan.
The applications for the anendment comply witn the standards and re:uirements of the Atomic Energy Act of 1954, as amended (the Act), and the Ccuission's rules and regulations.
The Comission nas made appropriate findings as required by the Act and the Comission's rules and regulations Prior in 10 CFR Chapter I, which are set forth in the license amendment.

. 7590-01 public notice of this amendment was not required s;nce the amendment does not involve a significont hazards consideration.
The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement, or negative declaration and environmental impact appraisal need not be prepared in cor.nection with issuance of this amendment.
