South Texas Project Units 162 Docket Nos. S*IN 50-498, S'IN S0-499 Second Interim Report on Material Control of ASTM A-325 Structural Steel Bolts

On June 17, 1980, pursuant to 10CFR50.55(e), Houston Lighting 6 Power Company notified your office of a potentially reportable deficiency concerning material control of ASB1 A-325 structural steel bolts. The interim report of July 17,1980, identified four (4) action items that were being undertaken in order to resolve this potentially reportable deficiency. These action items are as follows:
(1) Release of structural steel bolts for Category I applications has been halted under Stop Work #S-22 until full material traceability is established.
(2) Documentation for installed bolts in Category I applications is being identified and located.
(3) Material cor. trol methods and procedures are being evaluated for

necessary modifications and improverer.ts.
(4) Documentation and Quality requirements contained in Category I Structural Steel and Miscellaneous Steel specifications are being reassessed to determine the adequacy of the bolts installed.
The current status of these action items is:

Items (2), (3) and (4): These actions are currently still in progres,s.
Sufficient information is still not available to dermire if this is a reportable deficiency unde 10CFR50.55 (e). However, at this time there still is no indication that the installed bolts pose a potential safety hazard. An update to the status of this concern will be submitted to your office by i
September 26, 1980.
