Crutchfield, Chief Operating Reactors Branch No 5 US Nuclear Regulatory Commission Washington, DC 20555 DOCKET 50-1'5 - LICENSE DPR 3IG ROCK PGINT PLANT - TECHNICAL EPECIFICATIONS CHANGE REQUEST - LOW REACTOR W.A.TER LE\\ EL TRIP SET POINT Attached are three (3) original and thirty-seven (37) copies of a request to change the Big Rock Point Technical Specifications.
The enclosed Technical Specifications change is requested to reinstate the original Low Reactor-Water-Level (LRL) trip set point of 2'9" above top of active fuel. This LRL trip is required for safety systems' actua-ion (see attached change request discussion). The recent set point change approved in Technical Specifications Amendment No 31 has resulted in numerous spurious alarms. To eliminate the frequency of these alarms, Consumers Power Company has limited power levels to less than that which the fuel limits allow. This results in derates of as much as 18 !!We or approximately 25'a of rated power output. Consumers Power Company has reviewed applicable safety analyses and system operation and finds reinstatement of the original LRL trip set point acceptable.
Consumers Power Company requests prompt NRC action on this request so that additional monetary losses due to the current plant derate may be minimized for Consumers Power Company and its ratepayers.
