The Omaha Public Power District received IE Bulletin 80-05, dated March 10, 1980, regarding vacuum protection for low pressure or holdup tanks. Attached hereto is the result of the District's review in response to the bulletin.

4 RESPONSE TO IE BULLETIN 80-05 The following systems and associated tanks are those determined to be applicable to the concerns expressed in the bulletin:

Chemical and Volume Control System: Volume Control Tank Reactor Coolant System:

Pressurizer Quench Tank Waste Disp 3 sal System:

Spent Regenerant Tanks Reactor Coolant Drain Tank Auxiliary Building Sump Tank Waste Holdup Tanks Neutralization Tank Spent Resin Tank Monitor Tanks All of the tanks, with the exception of the Spent Regenerant and Monitor Tanks, are blanketed with nitrogen or hydrogen gas.

When the tanks are pumped or drained down, the header automatically supplies the tanks with gas to prevent evacuation and possible collapse.

Based upon calculations performed by the District, it is concluded that the blanket gas will be supplied fast enough to prevent the collapse of any tank at the maximum pumpdown rate.

The Spent Regenerant and Monitor Tanks each communicate directly with the atmosphere by means of a two-inch line during both fill and pumpdown cycles.

Operating experience has demonstrated this to be a reliable means of preventing vacuum collapse.

The District considers all actions required by IE Bulletin 80-05 to be complete.
