9 FPC RESPONSE TO IE BULLETIN 80-15 Item 1:

Within 10' days of the date of this Bulletin, verify by direct in-spection, in conjunction with the appropriate telephone compar/

representative, that the ENS at your facility is powered in the manner described in the two enclosures.

Response

Errergency Notification System (ENS) at CR-3 is powered by on-site power. This was verified by direct inspet tion on June 26, 1980.

Item 2:

Those facilities which have station packages requ'i ring on-site power, but which ara not connected to a safeguards instrumentation bus which is backed up by batteries and an inverter or equally re-liable power supply, shall make necessary modifications and provide such a connection.

Response

At CR-3, the station package is connected to a vital bus, which is backed up by batteries and an inverter.

This provides a non-interruptible power source to the ENS.

Item 3:

All facilities are to develop and conduct a test, within 60 days of the issuance of this Bulletin, to verify that all extensions of the ENS located at your facility (ies) would remain fully operable from the facility (ies) to the NRC Operations Center in the event of a loss of offsite power to your facility (ies).

This is not intended to mean that an actual loss of offsite power be executed.

Response

A test (No. 80-3-64) was successfully conducted on 7-15-80 to con-firm that the ENS remains fully operable from the facility to the NRC Operations Center, in the event of loss of of fsite power.

If it is determined that station package requiring on-site power is not connected to a safeguards instrumentation bus backed up by automatic transfer to batteries and an inverter or an equally reliable power supply, noti.fy the NRC Operations Center via the ENS within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> after such determination.

Item 5 :

Prepare and issue an administrative procedure or directive Witch requires notification to the NRC Operations Center by comercial telephone or relayed message within one hour of the time that one or more extensions of the ENS located at your facilitf(ies) is sub-sequently found to be inoperable for any reason.

Red and orange phones contain labels with the following ressage:

"IN THE EVENT THIS PHONE IS FOUND IN0PERABLE NOTIFY THE NRC BY COMMERCIAL PHONE WITHIN ONE HOUR 301-492-8111" Also, see Attachment I regarding plant manager's memorandum to CR-3 personnel.

process of being installed on all NRC red and orange emergency phones to indicate to personnel using those phones of the proper actions to be taken when those phones are found inop-etable.

All Section Heads and Department Heads should indoctrinate individuals under their supervision to this policy.
