NRC Bulletin 80-17 Additional Information

Dear fir. Panciera:

Enclosed is the additional information requested by you at the NRC/FitzPatrick meeting held August 5 in King of Prussia which is presently available.

Open Item 1 - Verify pitch and length of 2 inch drain line from scram discharge volume to scram discharge instrument volume. Enclosed are newly drawn isometrics which more clearly represent the as-installed condition. The 2 inch line we s verified and these additional drawings together with those already provided, should clarify this matter.

Open Item 2 - Check to see if level switches are "5fagnetrol" switches.

All of the scram discharge instrument volume level switches were changed to "!!agnetrol" in 1974 Open Item 5 - What scram discharge instrument volume level switches are periodically tested and at what frequency? A quarterly functional test and calibration is performed on all six level switches. A copy of the test procedure is enclosed.

Open Item 4 - Verify the distance from the scram discharge instrument volume to its drain valve. This distance is 5 feet 10 inches and is clearly shown on additional drawings provided.

Open Item 5 - Provide isometric showing drain line from instrument -

volume to equipment drain tank. The additional drawings provide this information including interfaces with other lines.

Ogen Item 6 - Provide vent valve closure time and drain valve closure times. Realizing that Fit: Patrick has not yet performed the scram tests required by bulletin 80-17 due to a refueling outage, th: :ite has performed preliminary valve time testing. The times were as follows:

Vent 32A - Closed J3.2 sec.

Open 24.5 sec.

' Vent 32B - Closed 67.5 sec.

Open 19.5 sec.

Drain 33 - Closed 42.5 sec.

Open 25.3 sec.

Closing times were from manual scram initiation to full closed indication in closing direction and opening times were from the time the scram reset switch was placed in reset until full open indication.

Open Item 7 - Check scram test procedure to ensure both scram discharge volume drain times will be verified. Fit: Patrick has made arrangements to utilize two individuals with appropriate equipment to monitor both scram discharge volumes during the scram tert.

Open Item 8 - Provide a copy of the scram test procedure. This was provided at the meeting on August 5.

Open Item 9 - Check seismic category of scram discharge volume, instrument volume and connecting piping and valves and provide dynamic loads used in seismic analysis. This open item is still being researched.

Open Item 10 - Provide pre-operational test data on drain and vent and drain valve times. Present research reveals no timing tests were performed as part of pre-operational testing.
