POWER AUTHORITY OF THE STATE OF NEN YORK JAMES A. FITZPATRICK NUCLEAR POWER PLANT INSTRUMENT SURVEILLANCE PRCCEDURE TITLE: SCRAM DISCHARGE VOLUME HIGH WATER PROCEDURE NO. F-ISP-66-1 LEVEL INSTRUMENT FUNCTIONAL TEST / CALIBRATION

  • 1.0 PURPOSE 1.1 The purpose of this procedure is to demonstrate the operability of the Scram Discharge Volume High Nater Level instrument channels of the Reactor Protection System (RPS). In accordance 4 with the surveillance requirements of the JAFNPP Technical Specification, Tables 4.1-1, and 4.1-2, this includes a quarterly functional test and quarterly calibration.

3.2 There are six instruments to be tested / calibrated as part of this procedure. The instructions of Section 5.0 a_e to be performed for each instrument and the Checklist / Data Sheets completed.

3.3 Establish communications between the local rack and the Control Room.

3.4 The following Precautions must be observed:

3.4.1 When an instrument channel in one trip system is being tested, 4 all instrument channels in the other trip system must be Rev. No. 4 Date July 1980 Page 2 of 15 ,

  • operable and untripped to preclude an unwarranted single channel trip.

3.4.2 When i.solating or restoring an instrument channel, close or open the valves slowly to avoid the formation of a pressure surge and inadvertent trip of a redundant channel.

3.4.3 All steps of this procedure are to be performed in sequence.

Only one instrument channel is to be tested / calibrated at a 4 time.

3.4.4 The Shift Supervisor must be notified immediately whenever an instrument is out of tolerance, this procedure cannot be performed as written or the instrument is not functioning as required.

3.4.5 Personnel performing this procedure have read it in its entirety and have become thoroughly familiar with its contents.

4.0 TEST EQUIPMENT .

4.1 Installed test equipment S.0 PROCEDURE The Checklist / Data Sheets must be completed as each step and/or substep is completed.

5.1 Contact the Shift Supex <isor and obtain permission to perform the procedure.

S.2 Verify that the installed test equipment is operable.

CAUTION Observe Precaution 3.5.1 prior to placing the Reactor pro-tection System in single channel trip condition.

b. 1-11 Discharge Volume High Water Level Trip Bypass.
c. 1-3 Reactor Auto Scram Trip System A.
d. 1-4 Reactor Auto Scram Trip System B.

CAUTION Observe Precaution 3.5.2 prior to isolating the instrument for the channel under test.

5.4 Verify that the main drain valve is open.

5.5 Isolate the switch under test by breaking the seals and slowly 4 closing the high and low isolation vals os.

5.6 Open the vent and drain valves for the switch under test.

NOTE A. Testing Level Switen 3-LS-231A, will cause Level Switch 3-LS-231F to actuate at 3 + 1 gallons, resulting in an alarm annunciator 9.5.1.44 Record on the Checklist / Data Sheets that the annunciator came in.

B. Testing Level Switch 3-LS-231D, will cause Level Switch 3-LS-231E to actuate at 18 + 1 gallons, resulting in a rod withdrawal block and a computer printout. Record on the Checklist / Data Sheets that the rod block annunciator 9.5.2.2 and computer point (A510) are in alarm condition.

5.7 Slowly introduce deminerali:ed water into the water level gauge until the trip point of the level switch under test is reached as indicated by the Discharge Volume High Water Level Trip Annunciator 1-1 in a tripped condition. Record the trip point value on the Checklist / Data Sheet.

  • The Acceptable Trip Point is < 36 gallons.

As a guide, the technician should attempt to maintain a lower value of 35.5 gallons.

NOTE If the above trip point cannot be verified, trip point calibra, tion is required (Refer to Step 5.11). If within allowable limits, perform Steps 5.8 *.hrough 5.10, then proceed to Step 5.12.

5.8 On the completion of Step 5.7, verify the following for the instrument under test.

a. Annunciator 1-1 Discharge Volume High Water Level Trip in a tripped condition.
b. Computer printout generated.
c. Primary relay actuated. (May be verified by a. and b.

above) .

5.11 If required (see Steps 1.1 and 5.7), calibrate the level switch under test as follows. Observe Precaution 3.5.3.

5.11.1 Adjust the water level in the water column to the trip point value, then adjust the level switch for < 35.5 gallons.

5.11.2 Decrease the level and verify that the switch resets. Record the reset point on the Checklist / Data Sheet.

5.11.3 Repeat Steps 5.7 through 5.10 on the completion of th. calibra-tion and note any difference in switch actuation.

5.11.4 Continue to drain all water from the switch under test / calibration.

CAUTION Observe Precaution 3.5.2 prior to restoring the instrument for the channel under test.

5.12 Completely drain all water from the water column and level switch, close and seal the vent and drain valves.

5.13 Slowly open the high and low tap isolation valves and then seal the valves.

calibration.

5.15 Complete an Occurrence Report for any reportable problems encountered during the test / calibration and corrective action taken. For each problem specify whether followup action is required. This form is to be submitted to the Shift Supervisor on duty.

5.16 Repeat Steps 5.1 through S.15 for the remaining instrument channels.

6.0 ACCEPTANCE CAITERIA The surveillance r2quirements will have been satisfied when the following items have been completed and signed off.

6.1 The procedures of Section S.0 are completed for each channel.

3-231A 3-231C 3-231B 3-231D 6.2 The Checklist / Data Sheets have been completed, reviewed and submitted for signature to the Instrumentation and Control Superintendent or designated alternate for each of the above channels.

6.3 An Occurrence Report has been initiated as required for any reportable problems encountered during the procedure. All necessary corrective action has been completed and the instru-ment channels restored to service.
